ITU Regional Economic Dialogue on Information and Telecommunication Technologies (RED-2019) for Europe and CIS was organized within the framework of the ITU Regional Initiative for Europe on Broadband infrastructure, broadcasting and spectrum management and ITU Regional Initiative for CIS on Fostering innovative solutions and partnership for the implementation of IoT technologies and their interaction in telecommunication networks, adopted by the ITU World Telecommunication Development Conference 2017 (WTDC-17. RED 2019 was hosted by A.S. Popov Odessa National Academy of Telecommunications (ONAT) of the Ministry of Education and Science of Ukraine and took place in Odessa, Ukraine, from 30 to 31 October 2019.
RED-2019, focused on, among other topics of interest, economic implications of future technologies and their applications to attain the Sustainable Development Goals (SDGs), and the advances of regulatory costing and pricing strategies and business models in the digital economy. Participants were invited to make presentations or participate as speakers to illustrate the situation in their countries concerning the topics to be discussed, in order to promote dialogue and the exchange of experiences among the participants.
After registering for RED-2019, participants were requested to submit an update on the situation of the telecommunications sector in their respective countries using the ITU Questionnaire on Tariff Policies.
RED-2019 benefited from the presence of international experts involved in the work of Question 4/1 of ITU-D Study Group 1 (Economic policies and methods of determining the costs of services related to national telecommunication/ICT networks) and of ITU-T Study Group 3 (Tariff and accounting principles) including related telecommunication economic and policy issues through a meeting of the exchange of expert knowledge on relevant topics to be held in the afternoon of Thursday, October 31.
